The Dutch PHP Conference has just announced that they've opened their Call for Papers. Any speakers and potential speakers are now able to submit their proposals for this year's edition of the conference through the CfP form. Given that the conference has been awesome ever since it's inception, this is one of the conferences that you'll surely want to submit to if you're a speaker or someone who wants to start speaking. Be quick though, the Call for Papers ends January 31st.»»»

Organizing a conference is not something you do every day. You also can not do it on your own. Especially a non-profit organization such as PHPBenelux can not fund such a conference on their own. Legacy code, it is a problem a lot of us face. Your solution would be to preferably rewrite it, but unfortunately this is not always possible. But each problem has a solution.
